Ted has spent his legal career in public entity litigation representing civil rights and tort and municipal matters, ranging from excessive force and wrongful death cases to public employment and land use.  He is a graduate of Washington University School of Law in St. Louis, Missouri, and is admitted in both California and Missouri.  In St. Louis Ted represented the City of Overland, Missouri in various capacities, and local civil rights plaintiffs, leading to several published opinions. He currently defends public entities in a variety of matters.
